Preserved milk

Legislation (Ministry of Trade and Industry Decree 458/2003) defines the composition (fat content and dry matter content of milk) of the following products, treatments, permitted additions and raw materials, as well as special labelling requirements:

  • Evaporated milk (condensed milk)
  • Totally dehydrated milk (powdered milk)

The amendments to the so-called "breakfast directives" provided for by Directive (EU) 2024/1438 of the European Parliament and of the Council have been implemented at national level by the Ministry of Agriculture and Forestry's regulations 225/2025 (in Finnish and in Swedish) on certain wholly or partly dehydrated preserved milk. This Decree shall enter into force from 14 th June 2026.This Decree repeals the Decree of the Ministry of Trade and Industry on certain wholly or partly dehydrated preserved milks (458/2003). In the case of dehydrated milk, the use of treatments that produce lactose-free dehydrated milk products will be allowed.
